The Finance Department, Government of Gilgit-Baltistan, invites sealed proposals from reputed, experienced, and technically qualified firms registered with the relevant tax authorities for the Design, Development, Implementation, Testing, Training, and Maintenance of the Employee Loans and Advances Management System (ELAMS). The system is envisaged as a centralized digital platform to facilitate the processing and management of Government-Funded House Building Advance and Motor Car Advance schemes for Government employees. The proposed system shall maintain waiting lists of eligible applicants, authenticate employee information through integration with the Government HR and Payroll Systems, and ensure transparency, efficiency, and accountability in the allocation, approval, and monitoring of loans and advances.
